Abstract
Mihajlo “Miče” Babamilkić is recognized as one of the most prominent figures in the public life of Leskovac during the first half of the 20th century. His political career began to rise in 1897 when he was appointed assistant mayor, soon followed by his election as mayor. His extensive career significantly impacted the political history of Leskovac and its municipal infrastructure, aiding the city’s transformation into the “Serbian Manchester.” During his four mandates (1902–1905, 1907–1913, 1921–1923, and 1935–1939), he oversaw key investments largely funded by municipal revenue. This established his reputation as a pragmatic mayor who achieved much with limited resources. Babamilkić placed special emphasis on improving education, overseeing the construction and expansion of school facilities, which is considered a central part of his legacy. He also played a key role in opening the Leskovac hospital, establishing a shelter for the elderly and the poor, and initiating the development of the city’s water and sewage systems. In the final phase of his administration, he implemented a significant street paving project to modernize urban transportation. As a parliamentary representative, he worked to advance the interests of Leskovac. However, his leadership was not without controversy. Political opponents accused him of authoritarianism, misconduct, involvement in scandals, and a failure to address long-standing infrastructural issues. Babamilkić served during the reigns of two dynasties, participating in both Serbian and later Yugoslav governments under changing ideological frameworks. He remained dedicated to the ideals of the People’s Radical Party throughout his life. In his later years, he aligned himself with Milan Stojadinović. His 84-year life journey reflects the close connection between personal fate and public history. From humble beginnings as a cooper’s assistant to success as a merchant and political figure, Babamilkić’s trajectory was marked by both achievements and setbacks. He spent his final years in poverty, forgotten by society and marginalized by new authorities who ignored his contributions to the city he helped shape.
